JoEL|25 Initiative will launch a transformative model for the redesign, rebuild, and reawakening of public housing in the United States focused on the largest public housing complex in the United States, the New York City Housing Authority. About 987,957 or (5%), or about 2.0 people per unit of the New York population lived in publicly subsidized housing in New York in 2023 according to USA Facts from the U.S. Department of Housing and Urban Development (HUD) and the U.S. Census Bureau Data updated as of August 27, 2024.

The New York City Housing Authority (“NYCHA”), the largest public housing authority in North America, was created in 1935 (90 years old) to provide decent, affordable housing for low- and moderate-income New Yorkers. With 528,105 people (466,581 or 88.35% of the total population are Black and Hispanic); New York City is ranked first (April 2020 U.S. Census Estimate). If NYCHA were a city, it would rank 35th in population size in the United States, and is larger than Atlanta, Miami, or Sacramento; Singapore has the largest public housing in the World with over 80% of its population living in public housing or government-subsidizing housing.

 

NYCHA is home to 1 in 17 New Yorkers, providing affordable housing to 528,105 authorized residents through public housing and Permanent Affordability Commitment Together (PACT) programs as well as Section 8 housing. NYCHA serves 360,970 residents in 177,569 apartments across 335 conventional public housing and PACT developments. There are 330,118 residents in 161,585 apartments within 274 conventional public housing program (Section 9) developments, and 30,852 authorized residents in 15,984 apartments within 61 PACT developments.
